Safeway, Inc. unlawfully refused to provide a union with a vendor service contract with InstaCart and unreasonably delayed in informing the union that two other vendor contracts didn’t exist. The union explained in its information request that it needed the contracts in its investigation of whether Safeway was using the vendors to perform bargaining-unit work, which is broadly defined in the parties’ labor contracts.
