BGOV Bill Summary: H.R. 1446, Conservation ‘Tiger Stamp’ Sales

The U.S. Postal Service would have to resume sales of the Save Vanishing Species semipostal stamp under H.R. 1446.

The 2010 Multinational Species Conservation Funds Semipostal Stamp Act (Public Law 111-241) directed USPS to sell the stamps. The requirement expired in 2017. USPS stopped sale of the stamps on Dec. 31, 2018.

The stamps are also known as “Tiger Stamps” for the tiger depicted on them.

USPS can charge a premium of 15% or more of the regular cost of a first class postage stamp, and the additional proceeds are transferred to the U.S. Fish and Wildlife...
