Environmental Streamlining Dropped From Arctic Drilling Plan

Proposals that would have streamlined environmental analyses for oil drilling in the Arctic National Wildlife Refuge have been left out of a Senate budget and tax bill.

The provisions did not make it into the latest version of the Senate’s budget reconciliation bill, which includes tax cut plans. That version, Amendment No. 1618, was released for public consideration Nov. 30, with debate expected on the Senate floor.

The ANWR provisions to streamline National Environmental Policy Act requirements apparently were left out to avoid running afoul of the Byrd rule, a Senate rule restricting what can be included in budget...
