Obsidian Too Big for Energy Department’s Small Business Award

The Small Business Administration correctly determined that Obsidian Solutions Group LLC was ineligible to receive a small business contract under the Department of Energy’s procurement for technical and communications security services, the U.S. Court of Federal Claims said in an opinion released Thursday.

The SBA’s Office of Hearings and Appeals reasonably found that Obsidian’s average annual receipts over the preceding three years exceeded $20.5 million, the maximum qualifying size to be considered by DOE, Judge Richard A. Hertling said.
